Cora Butler, President and CEO of HealthCore Value Advisors (HCVA), founded the company in 2014. Ms. Butler brings extensive experience from the spectrum of health care delivery including the acute, ambulatory, post- acute and managed care sectors to HCVA consulting services focused on assisting providers in the transition from volume to value based payment.
Immediately prior to founding HCVA, Ms. Butler was the Director of Commercial Operations for Primaris, at that time Missouri’s federally designated Quality Improvement Organization (QIO). In that capacity, Ms. Butler designed, implemented and oversaw business lines with their origin in the organizational strengths that developed from Primaris’ 30 year experience as a federal contractor throughout much of the evolution of CMS’ approach to health care payment and reform. These business lines include Medicare Risk Adjustment, Clinical Quality Measurement and Reporting for inpatient, outpatient and ambulatory settings and as a collaborator in the development of The Missouri Health Information Technology Assistance Center (the Regional Extension Center for Missouri).
Before joining Primaris, Cora borrowed from her extensive managed care experience to conceptualize, develop and implement a comprehensive outcomes based managed care program for Missouri Employers Mutual Insurance Company (MEM) Missouri’s largest writer of workers’ compensation insurance. Once that program was successful she became MEM’s first Compliance Officer where she was responsible for the development of a corporate governance program focused on compliance and ethics issues in the areas of e-commerce, IT governance, data privacy and security and records and information management.
In addition to a nursing degree, Cora holds degrees in law and health services management from the University of Missouri Columbia as well as a graduate certificate in health care corporate compliance from George Washington University in Washington, DC and was among the early recipients of certification in health care compliance by the Health Care Compliance Association. She holds a current appointment to the at the University of Missouri (MU) Graduate Faculty.
